Use this 技能 when a user wants to inspect a local 技能 artifact before 安装.
工作流:
运行 ClawHub-安装-gate inspect first. ExplAIn the findings. Do not 安装 on BLOCK. Only 安装 on REVIEW after explicit user 应用roval. Use ClawHub-安装-gate 验证 <安装ed-path> after 安装 when 请求ed. Use ClawHub-安装-gate usage when the user asks to 追踪 安装 or REVIEW override usage on this machine.
Review policy:
Treat the verdict as an Auto-review-style boundary decision, not a 权限 grant.
