Guides scoped intake of project, land use and ITE code, size, location, build-out year, peak periods, agency, threshold check, study-area intersections, existing count data, committed-development inventory, and approval pathway; confirms the TIA scope with the agency (analysis periods, study intersections, methodology); summarises existing conditions (geometry, traffic control, current volumes, current LOS / v/c); forecasts background traffic with stated growth-rate basis and committed-development trips; computes site-generated trips from ITE land-use codes (with rate-vs-equation rationale, pass-by and internal-capture reductions consistent with ITE / NCHRP guidance); narrates trip distribution and assignment; runs HCM capacity / LOS for No-Build, Build, and Build-with-Mitigation scenarios at each study intersection and reports 95th-percentile queues for critical movements; runs left-turn and right-turn auxiliary-lane warrant checks (AASHTO Green Book / NCHRP 745 / agency standard); reviews site-access (driveway) sight distance and spacing; covers multimodal context (pedestrian, bicycle, transit, ADA); summarises crash / safety history; recommends mitigation with conceptual cost magnitude and recommends conditions of approval; flags signal-warrant escalation and any need for a Road Safety Audit; raises the open-issues log; and produces a DRAFT TIA report with a PE / PTOE sign-off line — for licensed-engineer review, stamp, and submittal.
